It's time to reform the PA Charter School Law

I join the call from every school board in Centre, Clearfield and Clinton counties — 11 in total — who passed a joint resolution calling for the state to improve the Charter School law. We have to create a fair funding formula that reflects the reality--not the profit wish list of some companies--and increases t

ransparency and accountability to taxpayers and school district.

I applaud Gov. Wolf who unveiled legislation that could "save districts $229 million a year by better aligning charter school funding with actual operating costs." But as Marley Parish reports in The Centre Daily Times, Senate President Pro Tempore Jake Corman has accused the Governor of being tone deaf by making an absolutley tone deaf statement. He has written the proposal off as animosity to school choice. That's simply untrue.

Let me be clear about the resolution and my own position. I believe that Charter Schools can be part of a smart publicly-funded school marketplace. But the system as we have it fails to be the partner it could be. It hurts struggling kids the worst, makes it more difficult for you to know what's going, and lines the pockets of fat cats. In 2020, former Auditor General Eugene DePasquale said, “At a time when school districts are facing enormous revenue shortfalls, taxpayers deserve to know exactly where their money is going. The General Assembly should revisit Pennsylvania’s charter school law – which I believe is the worst in the nation – to make sure our limited education funding is not being diverted to benefit private companies.” Our legislators must change this system.

The center of the General Assembly's power is in Centre County now with Jake Corman and House Majority Leader Kerry Benninghoff. With great power comes great responsibility. Call on them to vote for these much-needed changes. Our kids, our parents, and you as taxpayers are owed accountability.
